I was installing cachyOS, then the kernel broke after a shutdown

Try to chroot:

and then run sudo mkinitcpio -P

and the kernel wont randomly break on shutdown. This has to be a action done before by you

i do not have an older kernel. i tried using mount but it won’t work

but i am getting kernel panic
