Yes its the secure boot (I have a similar laptop).
Go into the BIOS (press multiple times F2 while Booting), go into Boot Options and then in the Menu on the left side, it should be the last point (where you can also change the boot order).
Toggle the Secure Boot Button, so that it is off.
Press on Clear Keys (or similar wording)
Confirm with the PIN that is displayed
Don’t need to press on “Set HP Default Keys”
Save Changes and reboot, you will be prompted to reconfirm with the displayed PIN again.
Then it should work.
