The Laptop with Dual GPU Setup Guide in the Wiki misses the Dynamic Boost setup.

After enabling the nvidia-powerd service

systemctl enable nvidia-powerd.service

and rebooting Dynamic Boost works as expected.

I would actually discourage you from enabling dynamic boost. While it may give few extra FPS, it’s also adds a lot of stutters.
Before enabling, start the service and take a look at the frametime graph in your games.
