The download speed of games in steam, regardless of the operating system and distribution, is 11.4 Mbps for me. For at least a year now (I haven’t written to the forum before), my speed has been broken only on CachyOS, it can rise above 11.4 Mbps, even go at a good speed for some time and then fall to KBPS and so on in a circle. I used different DNS, I don’t use VPN and always try it on a freshly installed CachyOS with installed gaming packages on both native & runtime Steam.
Try to set the max download speed limitation to a very high value

I’ll let Steam load the game a bit and I’ll write back whether anything has changed or not.
Speed not dying yet with Kbps but still i don’t think that problem gone because its randomly drops from 11.4Mbps to lower speed, not like instantly from 11 to 2 but going slowly 11-9-7-5-2Mbps and then rising again
It’s doing better (speed not going down to Kbps, most of the time its on higher value). For now i will assume that this is the solution to my problem. If i encounter big lags again i will maybe create new post next time
