I repeat - a simple uninstall/reinstall of a package should change just about nothing in most cases. Steam is also not a package that contains or triggers any special pacman hooks.
If it appears as if a reinstall of steam did something positive for you then that likely indicates a more fundamental problem with your system.
Such as being in a partial-upgrade state.
Though your post also seems to imply more than just that was performed as well.

I am not sure there is anything to look into. Steam launches fine without the need to do any ineffectual package exchange. And while the kernel is almost assuredly unrelated since it was highlighted - the last time there was kernel upgrades was about a week ago.
And you are the only one who has mentioned any such problem which makes it highly likely to be something local.
But we do not know what state the system was in.
Did you ever confirm you are not in a partial-upgrade state?
Such as by performing a full sync/refresh/upgrade?

I would look more into more information.
There is not enough here.
And nothing to correlate it with. So it still sounds like a problem local to your system. Refusing to accept that possibility does not help fix it. Bad mirror that needs sorting? Foreign packages? We still do not know. But we do know that so far you seem to be the only one experiencing any such problem.
Which would still not seem to be related to recent updates .. let alone “January updates” as this thread is about.
But if you did follow the highlighted examples here then you did not simply reinstall .. you would have removed your local steam data from your $HOME. But you do not mention that.
Though you do mention some other procedures besides just the reinstall.
Of course if you are content and do not want to check any of the possibilities of local problem .. with mirrors or with other portions of your system makeup then no one can force you.
Even if there were something to fix more generally for cachy .. such as some bug or similar that somehow affects only a tiny minority .. we still do not have the information that would allow us to understand and act in any meaningful way.
